The Avenue F parking lot project in downtown Rosenberg is years in the making.

At the Rosenberg Development Corp. meeting Wednesday, board members will consider selecting a construction firm to complete phase two of the slow-moving project.

Twelve bids were received in April.

City staff recommends the contract be awarded to Texas Specialized Construction Services, amounting to $593,225. The RDC budgeted $885,000 for this phase of the project.

The contracted term would last 180 days.

In 2015, the RDC purchased a 2.35-acre tract of land, running from Third Street to Sixth Street on the north side of Avenue F and adjoining the railroad tracks.

In 2016, a parking lot was constructed that covers about one-third of the property. In December 2016, the board requested a second parking lot be built.

In other business, board members will select a construction firm for a building to house the Rosenberg Development Corp.

Four bids were received in April.

City staff recommends the contract be awarded to low bidder Bass Construction Co., amounting to $927,000. The contracted term would last 180 days.

In January 2019, council members made a budget adjustment of $785,000 for the design and construction of a building for the RDC.

According to city staff, funding would be allocated from the balances in the HOT fund for $200,000 and the RDC fund for $585,000.

While the low bid exceeds the budgeted amount, the low bid discussed for the Avenue F parking lot project is well under budget, city staff noted.

City staff is proposing that a portion of the parking lot project budget be reallocated to the RDC building to allow construction to move forward as planned.

The RDC currently meets at the Rosenberg Civic and Convention Center, located at 3825 SH 36.
