Thursday, July 2, 2020, is the deadline for any voter to apply for a ballot by mail in the July 14, Primary Runoff Election. Applications must be submitted by mail and must be received in the Election Office by the deadline. According to Fort Bend County Elections Administrator, John Oldham, voters may submit an application by fax or email after July 25 may extend the application deadline by four days after their electronic submission.

There are four reasons Texas Voters may apply for a ballot by mail. These include absence from the county, age, disability, or confinement in jail.

If a voter applies, citing absence from the county, the ballot can only be mailed to an out of county address.

Voters age 65 and older may submit an annual application for ballot by mail which will result in their receiving a ballot for every election in which they are eligible. Those applications expire on December 31 of each year and voters must submit a new application after that date.

Voters who claim disability as a reason for request an absentee ballot may also make an annual application. Recently the Texas Supreme Court ruled that lack of immunity to, or a fear of contracting COVID-19, does not qualify a voter to receive a ballot based on disability. However, the court also said that ”a voter could take into consideration aspects of his health history that are physical conditions in deciding whether, under the circumstances, to apply to vote by mail because of disability.”

As of June 19, Fort Bend County had received 12,972 applications for ballot for the July 14 Runoff Election. That compares to 8,494 in the 2018 Runoff and 6,025 in 2016.
